II.1.4) Short Description: The South Essex Parking Partnership (SEPP) carries out the on-street parking enforcement in the areas administered by Basildon Borough Council, Brentwood Borough Council, Castle Point Borough Council, Chelmsford City Council, Maldon District Council and Rochford District on behalf of Essex County Council (ECC), the highways authority, through delegated responsibilities under a Joint Agreement signed by the said authorities in 2011. The SEPP wishes to procure the services of a suitably experienced consultancy to: undertake on-street reviews of their prohibitions and restrictions to stopping, waiting, loading and designated parking places in preparation for new map-based consolidations of their TROs, which were last consolidated in 2008. Service delivery will include all roads in the Council districts described above; create a new layer on ParkMap to show the results of the on-street reviews; produce a condition survey as described in the technical description
