II.1.5)Short description of the contract or purchase:
Software package and information systems. Time accounting or human resources software package. Software implementation services. Chelmsford Borough Council, as lead authority and in collaboration with Basildon Borough Council is seeking expressions of interest from suitably qualified organisations for the provision of a new, integrated, web-enabled HR and Payroll system. The system will need to handle core personnel data and manage recruitment, staff development, absence and training. The HR system must be accessible from across each Council and include comprehensive self-service functionality. The system shall provide automated workflow and reporting procedures and integrate with existing business systems of each Council.
The application at Chelmsford BC and Basildon BC should have the capability to support any HR/payroll service that either authority may provide to other organisations.

If yes, description of these options: Please note that this is a collaborative procurement between Chelmsford Borough Council and Basildon Borough Council. It is envisaged that each authority will award a contract from this procurement. It is intended that the contracts will be for an initial period of 84 months with the option to extend for a further 36 months in 12 monthly increments at the sole discretion of either Council.

The award will be based upon the most economically advantageous tender.

However, both Chelmsford Borough Council and Basildon Borough Council reserve the right to withdraw from this procurement without award at any time during the procurement process. In the event that either authority withdraws, the remaining authority shall not be required to commence a new procurement but may proceed to the conclusion of this process. Neither authority shall be bound to accept the lowest priced or any tender.
