4. Description: Car park building construction work. Chelmsford City Council invites tenders for the construction of an additional car park in Hylands Park, Chelmsford, Essex.

These specified works in general comprise upgrading of an existing approx 50m road way to form a realigned Hot Rolled Asphalt (HRA) access road with Paving Grid Parking areas for 50 No. motor vehicles, the parking bays being of angular aggregate. Existing drainage to be reworked and new drainage to be provided to the roadway and discharged approx. 30m away.

The Park comprises of Hylands House a grade II* listed house, set in a grade II* listed historic landscape, designed by Humphry Repton. The park is open as a public park daily throughout the year. It also provides a popular venue for events ranging from weddings to the 'V Festival'. This award winning park is regarded as one of the City┐s primary assets. Due to the sensitive nature of the proposed Car Park┐s location the contract will be awarded to experienced civil engineering (road construction and ground works) contractors who can provide evidence of substantial experience of working;
┐ In a public park environment (with substantial numbers of park visitors such as dog walkers, parents with children, informal recreation, etc.)
┐ In a grade II* listed historic landscape (or equivalent) and conducting work and operational activity in a sensitive way minimising the operational activities footprint.
┐ in and around important landscape features such as veteran trees (e.g. hundreds of years old veteran oak trees), again avoiding damage and minimising the operational activities footprint.
┐ in a busy venue and sensitively collaborating with the venue in terms of functions and events which take place such as weddings, corporate functions, etc.

The implications and associated responsibilities of working within this environment can only be understood by visiting the site prior to submitting tenders.

A very limited area on-site will be provided for a contractor┐s compound but contractors will also be required to provide their own off-site compound for storage associated with this works.

Subject to receipt of planning consent, works are programmed to commence on site around 30 September 2015 with a completion date of 18 November 2015 [the end of September is the earliest start date to allow for post V festival recovery works and summer event programme to be completed]
