4. Description: Urban planning services. The Council seeks a 2 year contract to provide expert independent economic viability advice on developer┐s viability appraisals including affordable housing proposals & related viability matters submitted through the planning process. Consistent with current Council policy, the two main guidance notes on viability testing of planning policy (the Harman Report and RICS Financial Viability in Planning), National Planning Framework, ministerial & other government statements, to maximise the contribution of affordable housing & other contributions across the City of Chelmsford area, subject to economic viability.

The consultancy will work with the Council┐s Sustainable Communities Directorate on an ad hoc basis in response to anticipated or actual planning applications and remotely with the planning applicant and/or representatives, reporting to the Council at key stages and when guidance is required.

The consultancy will be required to represent the Council in Planning Inquiries/Hearings or provide written representations relating to their viability appraisal. The consultant may be required to train members/staff on scheme viability.

The appointment is for a period of 2 years, with possible extensions. 8 to 10 viability assessments are anticipated each year. No minimum level is guaranteed.

The consultancy is expected to provide Economic Viability Assessments (EVAs) on both residential and mixed use sites, and must be experienced at regularly undertaking EVAs using their chosen economic appraisal tool/model. They are required to be highly proficient in using ARGUS Developer and the HCA Development Appraisal Tool (DAT). All EVAs must be signed off by assessors who are in possession of a relevant RICS qualification or equivalent national accreditation.

The consultancy must demonstrate experience in offering expert advice in determining the deliverable percentage, mix and tenure of affordable housing and quantum of other contributions. Advice must be based on detailed analysis of market factors. The consultancy must source its own value and cost information for appraising the viability information. It is anticipated that the consultancy shall offer a range of services including: a development consultant, a Chartered Quantity Surveyor, a qualified Chartered Surveyor or valuer.

A conflict of interest criterion applies to this procurement.

The ratio of the overall contract award will be on the basis of, 60% non-price, 40% price. Scoring for the price and non-price elements is described in detail within the tender documentation.
