II.2.1)Total quantity or scope:
The PLACE Consortium has funding for a project to support the return to use of private sector empty homes and has developed an approach linking supported renovation with the provision of below market rent accommodation including: major renovation and management by partner RSL, smaller works grants with inclusion in a lease scheme and fixed term loans. Where encouragement proves ineffective enforcement options may be considered.
The consortium is looking for additional support covering the areas of project monitoring and management, technical expertise in the range of options (including enforcement) and facilitation to directly support the encouragement of owners to bring properties into the scheme. The contract will be awarded for a period of 12 months with the option to extend this for an additional 6-12 month period. It is expected that the requirement would be for Project Management (up to 4 days per month), Technical Expertise (up to 6 days per month), Facilitation (20 days per month) however these roles may be merged. Within the expectation of project facilitation is the range of tasks necessary to bring properties into the scheme including (but not limited to) managing individual databases of empty properties within the authorities; communicating with owners of empty properties by letter, telephone and in person; undertaking surveys of properties, reviewing works specifications and costs and monitoring progress of works.
The initial xontract period is 12 months with the possibility of a further 12 month extension.
